for the idea as campaigning to succeed Ban Ki-moon at the end of 2016 begins in earnest File photo General Assembly building at the United Nations headquarters in New York AP A document obtained by The Associated Press points out that in the 70 years of the world body’s existence "a female candidate has never been openly considered" Forty-two countries have signed on to declare that "the time has come for a woman to hold the highest position" The new Group of Friends in Favor of a Woman for Secretary-General of the United Nations includes two of the largest contributors to the UN budget Japan and Germany The idea began with one of the UN’s female ambassadors "Colombia decided to take a stand for women candidates" that country’s ambassador Maria Emma Mejia wrote in a note to the AP this week But in the largely opaque process of choosing the secretary-general the five permanent members of the Security Council including the United States have the real power None has joined the group of friends and just one of the 15 council members Chile has signed on That hasn’t stopped other states from agitating to have more of a say in the selection process Instead of the Security Council essentially handing over its choice to the 193-country General Assembly to approve some states want a more open system that resembles a professional job search with posted qualifications and interviews States also want to update the guiding document on selecting a secretary-general dated 1946 which says a "man of eminence" should hold the post While at least one of the five permanent council members Britain has expressed interest in having a woman succeed Ban another one Russia has said gender shouldn’t be the top consideration The issue kicked off earlier this year with two separate campaigns to promote a female secretary-general including one by the international women’s rights group Equality Now amid concerns that few women hold top-level UN positions "The most senior levels continued to register the lowest representation of women" around 25 percent Ban reported last August Ambassadorships are little different As of this month 41 women lead countries’ missions to the UN For a while last year the Security Council had a record six female members Now there are four "The United Nations following its duty of observance of human rights has the responsibility to lead by example and to ensure the equal and active participation of women at all levels of decision-making This includes of course the secretary-general" the group of friends’ concept note says Ban himself has not said explicitly that his successor should be a woman but a spokesman has pointed out that he’s expressed several times that it’s "high time" for a female secretary-general AP By: PTI | New retire from competitive cricket after the first T20 International against New Zealand at his home ground Feroz Shah Kotla on November 1 According to a senior BCCI official privy to the development the 38-year-old Nehra has intimated his decision to chief coach Ravi Shastri and skipper Virat Kohli With ICC not slotting any World T20 in 2018 Nehra apparently told the team management that it is only fair that performing juniors have a longer rope It is understood that Nehra won’t play even in the Indian Premier League’s next season Making his India debut back in 1999 under Mohammed Azharuddin Nehra has so far played 17 Tests 120 ODIs and 26 T20 Internationals for the country He has picked 44 Test wickets besides 157 ODI and 34 T20 scalps “Yes Ashish has told both Ravi and Virat that he does not want to continue beyond November 1 when India plays New Zealand at the Feroz Shah Kotla Obviously there is some element of surprise One thought that he would like to continue till the home season against Sri Lanka But he feels it’s the right time to move on” the senior official told Nehra was recently picked for the three-match T20 International series against Australia but everyone was surprised when he did not figure in the playing XI for the first two matches “Bhuvneshwar Kumar and Jasprit Bumrah are form bowlers and Ashish felt that it’s only fair in the interest of the team that they continue “Bhuvi has improved as a T20 bowler in leaps and bounds and Ashish said that the pair should continue Had there not been a match at Kotla next month Ashish would have retired after playing the third T20 International at Hyderabad on October 13” the official said The Kotla T20 will give Nehra a chance to finish his injury-plagued career at his home ground He is best remembered for his 6 for 23 against England at Durban in the 2003 World Cup a match he played despite being unwell and frequently throwing up in between his overs He was also a part of the 2011 World Cup-winning squad with a match-turning performance in the semi-final against Pakistan He missed the final due to a finger fracture It is learnt that a few IPL franchises want Nehra as their bowling Published: May 2 2015 12:00 am Related News Finance Minister Arun Jaitley has done the right thing by withdrawing the Union budget proposal for setting up an independent agency for managing public debt and handing over the regulation of government bonds to the capital markets regulator Sebi The government hasn’t jettisoned the plan but decided to prepare a detailed road map before putting in place the new arrangements that will essentially take away these functions from the RBI In principle the plan makes sense As the institution tasked with the responsibility of controlling inflation the RBI has reason to keep interest rates as high as necessary On the other hand as a merchant banker for the government it has an interest in keeping the cost of borrowing as low as possible for the latter — conflicting with its primary inflation-targeting objective The same goes for trading in government securities which the RBI undertakes as part of its open market operations This again clashes with its role as regulator of the government bond market which ideally should be with Sebi which has no trading interests While the government’s proposals are reasonable the finance ministry had clearly not thought through the implications of hiving off a function the RBI had been carrying out for years Also as some lawmakers pointed out there was need for debate and the creation of a new public debt management agency required separate legislation — it was too important to be simply incorporated in the Finance Bill There were also concerns from the states on whether the new arrangement would further encroach on their borrowing powers At the end of the day it is important to take critical stakeholders particularly the central bank along This applies even more so with financial-sector reforms where a gradualist approach is seen to have paid off in the Indian context The same approach should now be extended to the setting up of a monetary policy committee which would have a key role in the fixing of interest rates Now that the RBI has been formally assigned inflation targets it is only fair that it should also be given the room to act and use all the monetary tools available to fulfil its mandate That would mean having a complete say in choosing who should be part of the said panel The government should not seek to call the shots here That will in turn also impart credibility to the proposals to divest the central bank of its existing functions of managing public debt and regulating the government bond market In the months ahead a smooth working relationship
